I would have said that being 'last minute' was procrastinating rather than impetuous.

I would have said that being 'last minute' was procrastinating rather than impetuous. How about "doing things on a whim?" Last minute would be procrastinating if you had plans in mind but put off doing them, and impetuous if you made plans out of the blue.
